In the heart of East Harlem — a neighborhood with rich cultural lineage and a legacy of exclusion under the War on Drugs — a new kind of storefront has emerged. Tetra East Harlem: the first legal dispensary in the area, but far more than a retail shop. Founded by lifelong Harlem resident Harold Baines, Tetra is a Black-owned, community-powered space where wellness, creative expression and economic empowerment converge. From hiring justice-impacted locals to showcasing under-represented brand founders, every experience inside Tetra is framed by the belief that legalization should rebuild, not just profit.
